Also i forgot to add. There seem to be unneeded SV points throughout the map that do not effect the scroll velocity in any way for example 133204 Please remove these SV points.
All SV points in the map seem to be used as normalizer which might give this an easier solution. Turn of bpm affects SV and remove all SV points

I think you need to recopy the tags because some of them become "??" because of symbol or japanese character
