i think offset should be adjusted another +10 ms, but would like to see what storn thinks about it

top diff's sv effects (excluding the one at 1:02 that one's fine) are still not normalized to 1.0x to normalize an sv effect to 1.0x means to make the note spacings within the effect the same as if there was no sv effect for example, the linear sv effect at 0:18 is currently normalized to (0.3 + 1) / 2 = 0.65. to normalize it to 1.0x while keeping the starting sv of 0.3, the end sv should be 1.7, so that (0.3 + 1.7) / 2 = 1.0
