generally when emphasizing notes with svs, the emphasis comes from changes in velocity occuring on/as the result of a note, not before a note, and this can be seen in many sv maps
using a plugin (such as iceSV), replace with a linearly increasing from -x to x, with x being some number that you think would make the effect look nice
this'll create a smoother jumping animation
if using iceSV use a bunch of intermediate points to reduce the positional difference between the chords at the start and at the end of the effect
I have tried to use iceSV but it doesn't give the same effect that I wanted it to make! I want to make it seem like the same chord needs to be hit twice.
However, using the iceSV plugin was helpful in making the smoothly increasing SV you told me to implement :)
This is a much softer section of the song, so you shouldn't use hands. Replacing them with jumps will likely do the trick.
(A hand is a 3 note chord, a jump is a 2 note chord)

There's a strange extraneous SV bump here put before the "tsu!" voice sample plays. This should probably be deleted. The other one at 36587 has possible justification behind it, but you should still take a look at it.

I don't think I need to move the SV 1/2 a beat, they seem to already be aligned well and emphasize the chords I want to emphasize correctly

currently, the svs emphasize 30344|3,30668|3,30668|2 instead of 30506|4,30506|2,30506|1,30830|4,30830|3,30830|1, and 31641|2,31641|1 lacks emphasis
Thank you for clarifying, I didn't know that emphasis was done by changing the SV after the note is hit

set start offset to 23695
end offset to 24019
velocities to -1 and 1 (or -x to x with any x, x = 2 looks okay)
set intermediate points to 500
result should be a smoother jumping animation that causes it to look like the chord should be hit twice

You should add an SV bump to ALL jumps (2 note chords) in this section. Same goes for 72668

This looks like a good spot to add a more advanced SV effect. If you don't know how you could make it, it's no big deal though.

hmm, the same sound that i put the SV bump for played twice so i put 2 bumps :)
the sounds are 1/4 apart from each other like in the easier difficulties (below hard diff.)
I don't see a justification for the SV jumps here, so you should probably remove them. Same goes for 10885 and 16074.
