in the context of this map, sv effects should generally be normalized to 1.0x

what this means is that the spacing between notes should be kept as if there were no svs at all (a constant 1.0x sv)

this stutter sv effect is currently normalized to 2.1 * 0.25 + 1.0 * 0.75 = 1.275x
