Before I deal with this issue, I would like to point out that the map is well synced for all the other parts, I theorize that the sudden sound effect is merely 1/4 beat early on purpose
unless you mean something less significant :l
it's probably a bad offset. As you can see in the video, there is no sound for some time after the note. Try 2404 offset maybe

Thank you for bringing this to my attention, how silly of me to overlook that
remove notes like these in the svs
i think they unnecessarily make the map harder and oftentimes and in other cases aren't musically justified
for cases like 95690|2,95840|3,95990|4,95990|2 move 95990|2 left to avoid a boring jack
also here's one that just exists 85790|3,86090|3
I don't like the aesthetics of the patterning before the svs
